The State of Delaware Spay/Neuter Program provides low cost pet spaying and neutering to qualified applicants receiving public assistance programs such as Women, Infants, and Children (WIC), Supplemental Security Income (SSI), Temporary Assistance to Needy Families (TANF), Delaware Medical Assistance, Food Supplemental Program, Social Security Disability, General Assistance.  In addition, all Applicants must reside in Delaware, have valid ID, and be at least 18 years old. Spaying or neutering your pet is an important decision for pet owners. The benefits can include: Elimination of Unwanted Litters, Reduces Fighting and Roaming, Reduces the Risk of Certain Cancers, Reduces Pet Homelessness, and Eliminates Marking.  As animal lovers who value our pets, it is important to understand the impact of this decision. Accessible, affordable spay/neuter services are crucial in addressing the problem of pet overpopulation. This program utilizes all shelter clinics and some private veterinarians. Friends of Animals
Spay / Neuter Certificate Program

Pet owners may purchase a certificate from Friends of Animals that can be used for a routine spay or neuter surgery at any of FoA’s participating veterinary hospitals. Spaying and Neutering Certificates may be purchased on-line.  Or to order by mail call 1-800-321-PETS (1-800-321-7387) and request an application.  The recommended age for spay/neutering is 2-6 months of age.  Female animals should be spayed before their first heat (estrus cycle). Delaware Humane Association’s Close to Home Program Delaware Humane Association is offering FREE spaying or neutering to approx. 1, 500 cats and kittens brought in by anyone living in the 19801 zip code. Both owned and stray cats are eligible. Rabies shots will also be given free-of-charge to those without proof of a valid rabies vaccine. This program runs through December 2013 and is funded by a generous grant from PetSmart Charities® .
